1. The rating: UL 2218 Class 1 to Class 4
Roofing products are tested by dropping steel balls on them. A Class 3 product survives 1.75-inch balls; a Class 4 product survives 2-inch balls. Shingles, metal panels, synthetic shake and slate, and tile can all be rated. Every shingle roof we install is Class 3 impact-rated or better, with Class 4 available. Every metal roof we install is Class 4.
2. The credit
Texas insurers must offer a premium credit for roof coverings rated under UL 2218, but the Texas Department of Insurance says each company sets its own amount, and a Class 4 rating earns the largest credit. We can't promise a discount. Ask your insurer for their figure in writing before you choose. After a qualifying install we fill out TDI Form PC068 for you.
3. The label
For a TWIA credit, TDI says the product must be labeled with the testing lab, the UL 2218 class, the manufacturer, the year made and the brand name. Other insurers set their own rules, so keep the wrapper or product sheet. We photograph labels in your photo report.
4. The paperwork: Form PC068
TDI Form PC068 is the Impact-Resistant Roofing Installation Form. The installer fills it out and you send it to your agent. Some insurers use their own form instead.
5. The fine print
- Cosmetic damage exclusions. Some policies that credit an impact-rated roof exclude cosmetic hail damage.
- Deductibles. A rating lowers premium, not your wind/hail deductible.
- Texas law requires you to pay your deductible. No contractor may waive or rebate it, and we never will.
6. What's new in 2026
On September 16, 2026, TDI issued Bulletin B-0008-26 pushing insurers to give premium discounts for homes built to resist storms, including IBHS FORTIFIED roofs, and recommended legislative changes for the session that starts in January.
Questions to ask your agent
- What credit do you give for Class 3 and for Class 4?
- Do you accept PC068, or need your own form?
- Is there a cosmetic damage exclusion?
- Do you offer anything for FORTIFIED roofs?
Compare options: Class 4 shingles, best Class 4 shingle lines, Class 4 metal, and synthetic shake and slate.
